The eagle and the dragon are the allegory of the two most important empires of history, China and the Roman Empire. In the seal of Frederick Barbarossa reads, "Roma Caput Mundi Regit Orbis Frena Rolundi" (Rome, capital of the world, holds the reins of the world).
